The 2019 Guidance Catalogue revised the “Industrial Structure Adjustment Guidance Catalogue (2011) (Amendment)”, which consists of three categories: encouraged, restricted, and eliminated.

Restricted class
Mainly due to backward technology and non-compliance with industry access conditions and relevant regulations, it is forbidden to build new capacity and process technology, equipment and products that need to be supervised and reformed.


Elimination class
It is mainly due to non-compliance with relevant laws and regulations, lack of safe production conditions, serious waste of resources, environmental pollution, and the need to eliminate backward processes, technologies, equipment and products.


For those that are not encouraged, restricted, and eliminated, and that comply with relevant national laws, regulations, and policies, they are permitted. Allow classes to not be listed.
