Scientific and technological progress, standards first, any scientific and technological progress can not do without the guidance of standards. In the second half of 2020, the new two mandatory standards of industrial coatings industry - "limit of harmful substances in vehicle coatings" and "limit of harmful substances in industrial protective coatings" are expected to be officially implemented.
So, what are the differences between the old and new versions of standards? What should enterprises pay attention to when developing and producing?
1、 Analysis of new edition of limit of harmful substances in vehicle coatings
1. Scope of application: gb24409-xxxx limits of harmful substances in vehicle coatings broadens the scope of application of the standard, not limited to automotive coatings, including rail transit coatings, etc., which will replace gb24409-2009 limits of harmful substances in automotive coatings. The new standard still retains the two categories of water-based and solvent-based, but the products are more subdivided, among which the solvent-based is increased from the old version of 3 categories 9 to 8 categories 34, the water-based is increased from the old version of 2 categories to 7 categories 22, and the standard also adds radiation curing coating products.
2. There are changes in testing items: there are 9 testing items in the new standard, 1 is new; 5 testing methods are changed, 1 is added component; 2 technical indexes such as VOC, toluene and xylene (including ethylbenzene) are stricter.
3. Changes in numerical indicators: according to relevant experts, compared with the previous version of the standard, this revision reduces the total indicators of toluene, ethylbenzene and xylene in solvent-based coatings from ≤ 40% to ≤ 30%, and the non-aqueous radiation curing coatings are not higher than 1A /%; the indicators of benzene content remain unchanged at ≤ 0.3%. As for the setting of VOC limit value, considering the increasingly strict environmental protection requirements and technological progress, the VOC limit value of each product is slightly reduced on the basis of the original gb24409. The VOC limits of radiation curing and waterborne vehicle coatings are increased.
With the development of China's vehicle industry, vehicle coatings occupy a large market share in the total amount of coatings in China, most of which are conventional solvent based coatings. However, in recent years, according to the law on the prevention and control of air pollution and the battle to win the blue sky, local or regional laws and regulations or rules and regulations have been issued to encourage the use of coating products with low volatile organic compounds. Under the background of increasing pressure of global environmental protection, vehicle coating enterprises must carry out technical upgrading and transformation, and the traditional high-risk and high pollution vehicle coating products will inevitably be eliminated. The formulation of new standards will further promote the technical progress of vehicle coatings and guide the healthy development of vehicle coatings industry.
2、 Analysis of limit of harmful substances in industrial protective coatings
1. Scope of application: the new standard "limit of harmful substances in industrial protective coatings" broadens the scope of application of the standard, not limited to the construction industry, applicable to various industrial fields; the product type is more subdivided, from the old version of solvent-based to water-based, solvent-based, solvent-free, radiation curing type; From the old version of bottom middle surface + resin type to application field + bottom middle surface classification method.
2. More stringent standards: the new standard strictly controls the highly toxic benzene, glycol methyl ether, glycol ether and ether ester. Among them, the total content of glycol ether and ether ester (water limiting coating, solvent coating, radiation curing coating) is not higher than 1%. However, in solvent based coatings and non-aqueous radiation curing coatings, the total content of PAHs (limited to naphthalene and anthracene) shall not be higher than 500mg / kg.
3. VOC limit value is slightly reduced: Industrial Protective Coatings account for about 50% of the total coatings in China, most of which are conventional solvent based coatings. However, the State Council issued the "notice on printing and distributing the three-year action plan to win the blue sky defense war" (GF [2018] No. 22), which clearly requires that in 2020, the total VOCs emissions will be reduced by more than 10% compared with 2015. In view of the increasingly strict environmental protection requirements and technological progress, the VOC limit value of each product in the new standard is slightly reduced on the basis of the original gb30981, and the VOC limit value of radiation curing, water-based coating and solvent-free coating is increased. After analysis and calculation, VOC in the field of industrial protective coatings can be reduced by about 10% after the promulgation and implementation of the new standard. With the transformation of "oil to water" and "paint to powder", VOC emission reduction will be further improved.
Experts pointed out that protective coatings for buildings and structures are the main force of industrial protective coatings, but up to now, except for gb30981-2014 limit of harmful substances in anticorrosive coatings for building steel structures, there are no environmental protection regulations or safety standards specially formulated for industrial protective coatings at home and abroad. According to the plan, the new standard will replace gb30981-2014, further promote the technical progress of industrial protective coating industry and guide the healthy development of industrial protective coating industry.
Through the comparison of the new and old versions of the above national compulsory coating standards, it can be seen that the application scope of the two new versions of the standards is wider, the product categories are more subdivided, the technical requirements are more strict, the test items are more comprehensive, and the test methods are more detailed. After the implementation of the new coating standard, the overall structure of China's vehicle coatings and industrial protective coatings will be more optimized, and the process of environmental protection will be accelerated, further promoting the technical progress of the relevant coating industry and guiding the healthy development of the coating industry.
