"On March 4, 2020, the compulsory national standard gb30981-2020, limit of harmful substances in industrial protective coatings, organized and completed by the National Technical Committee for coating and pigment standardization, has been approved and issued by the State Administration of market supervision and administration and will be officially implemented on December 1, 2020.
----------GB 30981-2020 limit of harmful substances in industrial protective coatings will replace GB 30981-2014 "limits of harmful substances in anticorrosive coatings for building steel structures" specifies the terms and definitions, product classification, requirements, test methods, inspection rules, packaging marks, implementation of standards and other contents of the permissible limits of substances harmful to human body and environment in industrial protective coatings.

Scope of application
The new standard "limit of harmful substances in industrial protective coatings" broadens the scope of application of the standard, not limited to the construction industry, but also applicable to various industrial fields. Protective coatings for buildings and structures are the main force of industrial protective coatings, but up to now, there are no environmental protection regulations or safety standards specially formulated for industrial protective coatings at home and abroad, except for gb30981-2014 limit of harmful substances in anticorrosive coatings for building steel structures. According to the plan, the new standard will replace gb30981-2014, further promote the technical progress of industrial protective coating industry and guide the healthy development of industrial protective coating industry.
product type
The new standard product type is more subdivided, from the old version of solvent-based to water-based, solvent-based, solvent-free, radiation curing. The new standard is applicable to all kinds of industrial protective coatings (except ship coatings) for metal, concrete, plastic and other surfaces except putty. It is not suitable for aerospace coating, nuclear power coating, military equipment and facility coating.
classification method
The classification method is changed from the old standard "bottom middle surface + resin type" to "application field + bottom middle surface".
Old standard classification: primer (shop primer), primer, joint paint, intermediate paint, finish paint.
According to the new standard, industrial protective coatings are divided into water-based coating, solvent based coating, solvent-free coating, radiation curing coating and powder coating.
The water-based coating is divided into mechanical equipment coating, building and structure protective coating (excluding wall coating for building), container coating, packaging coating, profile coating (including metal substrate curtain wall coating), electronic and electrical coating;
Solvent based coating is divided into mechanical equipment coating, building and structure protection coating, container coating, pre coated coil coating, packaging coating, profile coating (including metal substrate curtain wall coating), electronic and electrical coating; radiation curing coating is divided into water-based and non-water-based.
Limit value requirements for VOC content
The new standard increases the limit value of VOC content of water-based coating, solventless coating and radiation curing coating, and modifies the limit value of VOC content of solvent based coating.
Solvent based primer:
In the old standard, the VOC limit of epoxy resin (more than 60% zinc rich) primer is 650g / L, that of epoxy resin is 580g / L, and that of other resins is 650g / L. In the new standard, the VOC limit of primer for construction machinery, agricultural machinery coating and building concrete protective coating is 540g / L, port machinery and chemical machinery coating is 550G / L, and building metal base material protective coating is 500g / L.
Solvent based coating:
In the old standard, the VOC limit of epoxy resin is 550G / L, and that of other resins is 500g / L. In the new standard, the VOC limit of construction machinery and agricultural machinery coating, building concrete protective coating is 540g / L, and port machinery and chemical machinery coating, building metal substrate protective coating is 500g / L.
Solvent based paint finish:
In the old standard, the VOC limit of polyurethane resin topcoat is 630g / L, and that of fluorocarbon resin is 700g / L. In the new standard, the VOC limit of the top coat of port machinery and chemical machinery coatings is 500g / L, and that of construction machinery and agricultural machinery coatings, building metal base materials and concrete protective coatings is 550G / L. It can be seen that the mandatory requirements of solvent based coatings have been greatly improved.

Appendix: according to GB / T 35602-2017 "green product evaluation coating", the VOC content of waterborne industrial coating should be at least ≤ 200g / L before it can be evaluated as a green product.
Limit value requirements for content of other harmful substances
The new standard strictly controls the contents of benzene, toluene and xylene, halogenated hydrocarbon, polycyclic aromatic hydrocarbon, methanol, glycol ether and ether ester. For solvent based coatings and non-aqueous radiation curing coatings, the new standard greatly tightens the requirement of benzene content, from no more than 1% to no more than 0.3%, and increases the requirement that the total content of toluene and xylene (including ethylbenzene) shall not be higher than 35%, and the total content of polycyclic aromatic hydrocarbons (limited to naphthalene and anthracene) shall not be higher than 500mg / kg. The content of harmful heavy metals should be changed from recommended to compulsory.
Precautions for coating of construction machinery
When the coating product is explicitly applicable to multiple purposes, it shall meet the most stringent limit value requirements of each requirement; all items of water-based coating shall not consider the dilution ratio of water; the special functional construction machinery coating shall meet the limit value requirements of the content of other harmful substances; VOC of solvent type construction machinery coating Test is divided into: no active diluent, active diluent and intentionally added water.
Packaging marks
In addition to complying with the provisions of GB / T 9750, the packaging marks of products passing the inspection according to this standard can be indicated on the packaging marks. The construction proportion under the construction state shall be specified on the packaging mark or in the product specification. The classification, product category and product type (or coating method) conforming to this standard shall be indicated on the package mark or in the product manual. Solvent based coatings containing active diluents shall be clearly indicated on the packaging mark or in the product specification. The solvent type coating intended to add water shall be indicated on the package mark or in the product manual. For polyurethane, epoxy and other multi-component curing coatings, the application period shall be indicated on the packaging mark or in the product manual.
