In view of the unbalanced development of the industry, the high degree of product specialization and the immature technology of alternative products, the plan creatively proposes the requirements of division, classification, time-sharing and precise measures to strengthen emission reduction, so as to keep the transition period of enterprise development and transformation. Carry out the hierarchical management system, formulate the "white list conditions for seasonal enterprises to strengthen emission reduction", establish the exemption "white list", and the enterprises included in the "white list" may not implement the enhanced emission reduction after being identified by the local ecological environment department.
Based on the access conditions of "white list" of coating enterprises in "reference conditions for seasonally enhanced emission reduction enterprise white list" in the plan, experts of the association had in-depth exchanges with government management departments and environmental protection experts on coating characteristics, VOCs calculation caliber and testing methods, low VOCs coating product application industry and coating process requirements, and combined with industry development reality and environmental protection management According to the requirements, two kinds of conditions are put forward to select the enterprises included in the white list of emission reduction, i.e. adopting raw and auxiliary materials with low VOCs content and adopting efficient treatment facilities.
After listening to the speech of the association and enterprises, the meeting also understood the development differences of domestic and foreign coating enterprises and the application status of industrial coating and architectural coating in detail, and expressed that it would adopt reasonable and feasible suggestions and opinions of the industry. Finally, deputy director Shi fully affirmed the high efficiency and quality of the symposium, and said that we should continue to strengthen the contact with industry associations and listen to professional opinions. According to the discussion opinions of the symposium, the scheme will further improve the classification of coating product catalog, VOCs content limit setting and other contents, make full use of incentive measures to stimulate the pollution control ability of enterprises, so as to guide the transformation and upgrading of small and medium-sized enterprises and achieve environmental management objectives.
